Russian Foreign Ministry spokesperson Maria Zakharova at a briefing on September 27 reproached the United States and the EU with attempts to incline Armenia to sign a peace treaty with Azerbaijan, which does not take into account the rights of the Armenians of Artsakh.

UN High Commissioner for Human Rights Volker Türk on 26 September made a statement regarding the mass violations of Arstakh Armenians’ rights. The statement says the following:

German Foreign Minister Annalena Baerbock called on Azerbaijan on 27 September 2023 to allow international observers to enter Artsakh.

US State Secretary Antony Blinken in his phone conversation with Azerbaijan’s President Ilham Aliyev on September 26 has stressed the need to provide unhindered humanitarian access to Nagorno-Karabakh, a readout made public by the US State Department spokesperson Matthew Miller says.

The US government will allocate 11,5 million dollars in humanitarian aid for the forcibly displaced population of Nagorno-Karabakh, USAID Administrator Samantha Power said on 26 September during a visit to the Armenian village of Kornidzor.

On September 26, Russian President Vladimir Putin discussed the situation in Nagorno-Karabakh during a telephone conversation with his Iranian counterpart Ebrahim Raisi, the Kremlin press service reported.

Ambulances from Armenia have crossed the Hakari checkpoint and were moving towards Stepanakert in order to medically evacuate the heavily injured people in the huge explosion of a fuel depot in Nagorno-Karabakh, Armenpress reported.

U.S. State Department spokesperson Matthew Miller said at a press briefing on 25 September that an international body has to be set up to monitor the protection of Artsakh Armenians as promised by the Azerbaijani leaders.

US President Joe Biden has conveyed a letter to Armenian Prime Minister Nikol Pashinyan, the Administration of the Armenian Prime Minister reported on 25 September. “I assure you that the United States will continue to stand beside Armenia as you work to strengthen the democracy at home and seek stability in your neighborhood,” reads the letter.

On September 25 the Ministry of Foreign Affairs of the Russian Federation issued a statement reproaching the leadership of Armenia and personally Prime Minister Nikol Pashinyan with unfriendly actions. In particular, the Russian Foreign Ministry denied Pashinyan’s accusations against Moscow, voiced in his last televised address.
