Armenian Defense Minister Suren Papikyan and French Armed Forces Minister Sebastian Lecornu signed an agreement on bilateral cooperation on 23 October in Paris, the Armenian Ministry of Defense press service reported.

On 23 October Armenia and Iran signed an agreement on the construction of the southern section of the North-South highway, as well as the abolition of road tolls. Armenian Economy Minister Vahan Kerobyan told reporters in Tehran that these decisions will have a positive impact on the country's GDP by a growth of 0.4%, and will also shorten the journey by 30 minutes.

Armenia's consent to the establishment of the Russian Consulate General in Kapan remains in force, despite the situation in relations. The director of the consular department of the Russian Foreign Ministry, Alexei Klimov, stated this on October 22 in an interview with RIA Novosti.

On 20 October, the United States and the European Union made public a joint statement following the US-EU Summit. As stated in a statement published on the website of the European Commission, the parties are deepening cooperation to reflect the pressing challenges and opportunities of the time. “We are more united than ever,” the statement said.

On 23 October, Armenia will take part in negotiations in the 3+3 format in Tehran at the level of foreign ministers. Press Secretary of the Armenian Foreign Ministry Ani Badalyan announced this on 22 October.

Armenia’s security and territorial integrity have recently become part and parcel of any discussion about this country’s future. The security of Armenia is defined mainly in terms of military force, and of inviolability of its borders. Yet there is a large internal dimension of security that the general public in Armenia tends to either downplay or forget altogether.

On 19 October the Austrian Parliament unanimously adopted a resolution condemning the ethnic cleansing of the Armenians of Nagorno-Karabakh carried out by Azerbaijan, the Armenian Embassy in Austria reported.

Canadian Foreign Minister Mélanie Joly said during a press briefing on 19 October that she would visit Armenia in the near future.

Many bodies of Armenians killed during Azerbaijan’s aggression on 19 September were delivered to Armenia from Nagorno-Karabakh, on which traces of torture and mutilation were found. Armenian Ombudswoman Anahit Manasyan told reporters about this on 19 October.

Lithuania is ready to support deepening of relations between Armenia and the EU, Lithuanian Prime Minister Ingrida Simonyte said on 19 October 19 at a joint press conference with Armenian Prime Minister Nikol Pashinyan in Yerevan.
