US State Secretary Antony Blinken on 19 September made a statement calling on Baku to “immediately cease” military operation in Artsakh. Noting that the United States is “deeply concerned” over the hostilities the statement said as follows: “As we have previously made clear to Azerbaijan, the use of force to resolve disputes is unacceptable and runs counter to efforts to create conditions for a just and dignified peace in the region”.

Amaras Monastery, one of the oldest and holiest Armenian sites in Karabakh, has reportedly fallen under Azerbaijani control.

Armenian Prime Minister Nikol Pashinyan on 20 September in a televised address said that Yerevan was not involved in the talks of the cease-fire agreement in Nagorno-Karabakh brokered by the Russian peacekeeping mission.

Armenian Foreign Minister Ararat Mirzoyan has discussed the situation in Nagorno-Karabakh following the Azerbaijani aggression with Iranian Foreign Minister Amir Abdollahian on the sidelines of the UN General Assembly in New York. On 19 September he wrote on his official X (formerly Twitter) account: “In the meeting with Abhollahian I stressed that the Azerbaijani military aggression against Nagorno-Karabakh seriously threatens stability in the South Caucasus. All parties interested in stability should send clear message on unacceptability of aggression and bring Baku to constructive track.”

In a televised address to the nation on 20 September Azerbaijani President Ilham Aliyev has promised “integration” to Armenians in Karabakh.

EU High Representative for Foreign and Security Policy Josep Borrell made the following statement on the ceasefire in Artsakh brokered by the Russian peacekeepers:

The Russian Foreign Ministry Spokesperson Maria Zakharova has criticized France for “attempts to grab the leadership” in seeking for a peaceful settlement in Karabakh.

Prime Minister Nikol Pashinyan speaking at the cabinet meeting on 22 September has said that the aim of Armenia is not to depopulate Artsakh.
