Additional measures to be taken under martial law in Artsakh

President of the Nagorno-Karabakh Arayik Harutyunyan has signed a decree on a number of measures being taken in the conditions of martial law announced in the territory of the Artsakh Republic since 1992.

 

According to the decree, in order to prevent possible threats in connection with the blocking of the Lachin Corridor, and on the basis of the law "On Legal Regime of the Martial Law", it was decided to transfer special purpose objects for state and local self-government bodies, the defense system, normal functioning of the state and the economy to the regime of martial law.

To implement the presidential decree, an Operational Headquarter is being created under the leadership of State Minister Ruben Vardanyan.

If necessary, the right to free movement in and between settlements will be restricted. 

Meetings, strikes and other events that suspend or terminate the activities of organizations are also prohibited.

The activities of organizations carrying out propaganda and other activities directed against the defense capability and security of the Artsakh Republic are suspended.

On December 12, under the pretext of protests against environmental problems, Azerbaijan organized a blockade of the Lachin Corridor, the only road connecting Artsakh with the outside world. The next day, Baku blocked the gas coming from Armenia to Karabakh, which passed through the territory controlled by Azerbaijan.
