Armenian Prime Minister Nikol Pashinyan on 20 September in a televised address said that Yerevan was not involved in the talks of the cease-fire agreement in Nagorno-Karabakh brokered by the Russian peacekeeping mission.
He noted that the text of the agreement mentioned Armenia and Armed Forces of Armenia, while Yerevan was not involved in talks. “Certainly, we became acquainted with the text, and since Armenia did not have any participation in the development of that text, and was not a party to the discussions, our first remark is the following, the text mentions the Armed Forces of Armenia, and it mentions the remaining units of the Armed Forces of Armenia in NK. This fact is unclear for us in conditions when we have numerously said that Armenia doesn’t have an army in Nagorno-Karabakh since August 2021,” he said.
He also noted that the fact that the Russian peacekeeping mission was the broker in the talks suggests that they assume the ultimate responsibility for ensuring the security of the region.
“It can be assumed that since the peacekeepers made such an offer, they fully and unconditionally assume full obligation to ensure the security of the population of Nagorno-Karabakh. We hope that by taking such a step, Russian peacekeepers will fully fulfill their obligations, in connection with which we previously had reservations,” Pashinyan said.
