Announcement by the Office of the President of Artsakh
1․ With the mediation of the Russian peacekeeping contingent stationed in Nagorno-Karabakh, an agreement has been reached for a complete cessation of hostilities starting from 13:00 on September 20, 2023.
2․ An agreement has been reached for the withdrawal of the remaining units and personnel of the Armed Forces of the Republic of Armenia from the deployment zone of the Russian peacekeeping contingent and the disbandment and complete disarmament of the armed formations of the "Nagorno-Karabakh Defense Army," as well as the withdrawal of heavy machinery and armaments from the territory of Nagorno-Karabakh for their expedited disposal.
3․ Questions raised by the Azerbaijani side regarding the reintegration, the assurance of the rights and security of Armenians in Nagorno-Karabakh, as well as matters related to ensuring the livelihood of the population of Nagorno-Karabakh within the framework of the Constitution of Azerbaijan, will be discussed during a meeting between representatives of the local Armenian population and representatives of the central authorities of the Azerbaijani Republic, which is scheduled to take place in the city of Yevlakh on September 21, 2023, and during subsequent meetings.
