European Parliament calls for targeted sanctions against Azerbaijani leaders

The European Parliament called on the EU and its member states to adopt targeted sanctions against individuals in the Azerbaijani government who are responsible for numerous ceasefire violations and human rights violations in Nagorno-Karabakh.

 

This is stated in the resolution adopted by the European Parliament on 5 October. The text of the resolution was published on the website of the legislative body.

The document calls the attack on Nagorno-Karabakh “pre-planned and unjustified,” states that parliamentarians consider the incident to be ethnic cleansing, and indicates the need to investigate “abuses committed by Azerbaijani forces that could constitute war crimes”. 

Members of the European Parliament in a resolution expressed disappointment with the manner of organizing and conducting the first UN mission in 30 years to Nagorno-Karabakh and demanded the urgent replacement of Russian peacekeeping forces with a UN peacekeeping mission.

Among the sanctions against Azerbaijan, the resolution proposes a complete review of the EU’s relations with Baku, in particular the curtailment of the “strategic partnership” in the field of energy. MPs are calling on the European Commission to investigate suspicions that Azerbaijan is actually exporting Russian gas to the EU. Azerbaijan's encroachments on the territorial integrity of Armenia are also sharply condemned.

A number of points in the resolution assess Russia’s role as destructive and note that Moscow has “fuelled the conflict” in the region for decades.

The document also gives a positive assessment of the work of the Armenian government, in particular in providing assistance and shelter to the forcibly displaced.

“The European Parliament commends Armenian Prime Minister Nikol Pashinyan for his commitment to peace; reiterates the EU’s commitment to supporting Armenia’s sovereignty, democracy and territorial integrity,” the document says. It also calls for the EU to “respond favourably to Armenia’s request for support via the European Peace Facility should Armenia reconsider its current military alliances”.
