Is ECHR's ruling a victory for Armenia?

On September 29, the ECHR made a decision to apply an interim measure based on the application of the Government of the Republic of Armenia. The ECHR urges both Azerbaijan and Armenia to refrain from any means, in particular military action, that could lead to a violation of the conventional rights of the civilian population, including endangering their lives and health.

The former advisor to the Prime Minister Nikol Pashinyan, Arsen Kharatyan on Facebook:
"What does the decision of the ECHR on Armenia's application mean and why is this a victory for us? On September 29, the European Court of Human Rights ruled in favor of Armenia through an interim measure. In particular, the ECHR called on the parties (Armenia, Azerbaijan) to refrain from taking measures that could lead to violations of civil rights under the Convention. Let me translate: This means that in the near future Armenia and Azerbaijan are obliged to submit information to the Court on the measures taken to prevent these violations. In this sense, the factual materials of Armenia are huge and are increasing every hour. The decision was made on the basis of Armenia's application when the Court did not consider it necessary for the other party to ask questions to Azerbaijan. In other words, the facts presented by us were so convincing that there was no need to receive additional clarifications from official Baku.

By the way, this is the third such case in the history of the Court (the previous two refer to Ukraine), when the European Court of Human Rights makes an interim decision on the prevention of essentially war crimes."
