German Foreign Minister Annalena Baerbock called on Azerbaijan on 27 September 2023 to allow international observers to enter Artsakh.
In a statement on X (formerly Twitter), the German foreign minister said: “Thousands of women, children and men are so frightened in Nagorno-Karabakh for their lives that they see no other choice than to leave and cross into Armenia.”
Baerbock also noted that in order to ensure transparency on the ground Germany is working towards sending monitors as soon as possible. “A proof of Azerbaijan seriously treating its promises of security and well-being of the people of Nagorno-Karabakh would be Azerbaijan allowing the presence of international monitors,” she added.
The German foreign minister also touched on addressing the urgent humanitarian needs of the forcibly displaced people from Artsakh. “I have decided to increase our humanitarian support through the ICRC from 2 to 5 million euros,” she wrote.
