Joint statement adopted at 3+3 meeting in Tehran

On 23 October the foreign ministers of Armenia, Iran, Azerbaijan, Turkey and Russia adopted a joint statement following the meeting in the 3+3 format in Tehran.

The text of the statement was published on the website of the Ministry of Foreign Affairs of Armenia. In particular, the statement emphasizes “the importance of the peaceful resolution of disputes, respect for sovereignty, political independence, territorial integrity, the inviolability of internationally recognized borders, non-interference in internal affairs, the inadmissibility of the threat or use of force and respect for human rights on the basis of all the principles of the UN Charter.”

The statement notes that the 3+3 regional consultative platform provides opportunities for constructive dialogue and the establishment of mutually beneficial cooperation between countries in the region. Also, positively assessing the results of the meeting, the participants confirmed the openness of the platform for Georgia’s participation.

To note, the 3+3 format initially assumed the participation of Georgia, but the Georgian authorities each time refrained from meetings.

The document also highlights the importance of economic and cultural cooperation for establishing peace in the region.

According to Iranian media, Iranian Foreign Minister Hossein Amir Abdollahian called the meeting in the 3+3 format a possible cornerstone on the path to establishing peace in the South Caucasus.

In the meantime, US State Department official Matthew Miller, during a press briefing on 23 October, commenting on the possibility of establishing Armenian-Azerbaijani relations on the 3+3 platform, said: “We welcome any good-faith engagements that contribute to peace and stability for the people of the South Caucasus regardless of where those talks happen or who is hosting them. But that being said, we recognize the South Caucasus’ delicate geographic position regarding Iran and Russia, but we have not found these countries to be reliable partners.”
