Leaders of Armenia, France, Germany and European Council adopt statement on Nagorno-Karabakh

Armenian Prime Minister Nikol Pashinyan met on 5 October with leaders of France, Germany and the European Council on the sidelines of European Political Community summit in Granda. 

 

A statement on this was released following the meeting, the text of which has been  shared by the head of the European Council, Charles Michel in his account on X.

In the final statement, the parties emphasized their unwavering support for the independence, sovereignty, territorial integrity and inviolability of Armenia’s borders, and also expressed support for strengthening EU-Armenia relations.

The parties declared their readiness to provide additional humanitarian assistance to Armenia in connection with the recent forced resettlement of Armenians in Nagorno-Karabakh.

“Refugees must be able to freely exercise the right to return to their homes and places of residence without any conditions, under international supervision and with due respect for their history, culture and human rights,” the statement says.

The parties intend to continue working to normalize relations between Armenia and Azerbaijan on the basis of mutual recognition of the sovereignty, inviolability of borders and territorial integrity of Armenia (29,800 km2) and Azerbaijan (86,600 km2), according to statements by President Michel on May 14 and July 15, 2023. The parties called for strict adherence to the principle of non-use of force and the threat of use of force and emphasized the urgent need for border delimitation based on the latest maps of the USSR General Staff.

The meeting participants call for greater regional cooperation and the opening of all borders, including the border between Armenia and Turkey, as well as the opening of regional communications based on full respect for the sovereignty and jurisdiction of countries, as well as based on the principles of equality and reciprocity.

To remind, only four of the planned five participants were present at the meeting - Armenian Prime Minister Nikol Pashinyan, President of the European Council Charles Michel, French President Emmanuel Macron and German Chancellor Olaf Scholz. Azerbaijani President Ilham Aliyev refused to attend the meeting the day before, explaining his decision by Macron’s “pro-Armenian” stance, as well as the absence of the Turkish leader at the meeting.
